Meeting at Prime Minister's Office on BSNL/MTNL revival plan:

According to our sources, it is learnt that PMO held a meeting yesterday on the background of Finance Ministry reportedly opposing the revival package, earlier cleared by a Committee of Ministers (COM) headed by Home Minister and circulated as a Cabinet Note by DoT, citing additional financial burden on the Government. Secretary, Expenditure, Ministry of Finance, Secretary, DoT and CMDs of BSNL and MTNL attended the meeting Chaired by Principal Secretary to the Prime Minister. In the meeting it was decided to submit the Cabinet Note to Cabinet for approval at the earliest, after making a few changes like, dropping of BSNL-MTNL merger and the proposal of Special Purpose Vehicle to handle land monetisation. Instead, land monetisation will be pursued by DoT and DIPAM [Department of Investment and Public Asset Management] shall actively facilitate the entire process as decided by an earlier meeting at PMO on 2nd April 2019. The proposal to offer VRS followed by reduction in retirement age will remain.

Meeting with Sr.General Manager (Estt):

GS along with AGS (HQ) met Sr.GM (Estt) today and had discussions about proposed BSNL Revival Plan. SR GM told us that the proposal, which includes VRS, is in advanced stage of obtaining views/comments from nodal ministries by the DOT and hopefully official announcement may come in mid - September 2019. In respect of Reduction of age of retirement SR GM told us that alongwith VRS, DoT is also considering reduction of age of retirement but the proposal for reduction in retirement age had not been approved by BSNL Board. In respect of GTI, he informed us that representations have been considered along with LIC team. But LIC has accepted only those representations where DOB was found wrong. We once again requested him to ensure consideration of all the representations conveying denial of having given informed consent and return of the recovered amount .

19.08.2019:

Meeting with Principal General Manager (Pers):

GS along with AGS (HQ) met PGM (PERS) today and requested him for taking necessary action for issue of DE to DGM promotion at the earliest because now number of vacancies are more than the number of eligible DEs. PGM PERS informed us that for issue of promotion orders at the earliest, one MA was filed in CAT CHANDIGARH but due to strike by advocate, the case has been now listed for 30.8.2019. Now MA will be heard on 30.8.2019 along with Original Application. We requested him to take appropriate advance action so that BSNL can get the permission on the same day for holding DPC for promotion from DE to DGM. PGM assured us that he will take care of this and make all efforts to get the permission from CAT to hold the DPC.

In respect of issue of promotion orders from SDE to DE in accordance to Rule 206 he told us that necessary preparations have been completed and soon DPC will be held and revised promotion orders in accordance with Rule 206 will be issued.

In respect of promotion orders in other grades like JTO to SDE, SDE to DE and AO to CAO and JAO to AO, he informed us that due to various court cases and contempt petitions against BSNL management promotion orders could notbe processed in these grades.

We requested him for issue of promotion orders from SDE to DE for left out cases because seniors are awaiting their promotion orders while juniors have already been promoted. PGM PERS informed us that due to pending of contempt petitions in CAT CHANDIGARH he is not able to issue promotion orders even for these senior executives.

CHQ writes to the Finance Minister regarding allowing BSNL to pay pension contribution on the basis of actual pay of its absorbed employees as per DoP&T OM dated 19.11.2009:

'We are constrained to seek your kind personal attention and intervention in a long pending issue, adversely affecting the finance of Bharat Sanchar Nigam Limited, particularly at a time when this 100% Government owned PSU is facing liquidity crunch and consequent operational crisis. The matter has been lying with the Department of Expenditure for its decision and hence we thought that it would be appropriate to apprise you of the facts of the case.'   Read More

AIBSNLOA Rajasthan Circle Conference held:

First Circle conference of AIBSNLOA Rajasthan Circle was held at Agrasen Triloki sewa dham 8-9 Sharma colony Nandpuri bazar, 22 godam Hawa Sadak Jaipur in a grand manner under the Presidenship of Com. O P Jat, advisor CHQ. The Conference was attended by a large number of members along with GS, AGS HQ, FS and OS NORTH. Com. S P Jain OS (W) CHQ delivered Welcome Address. FS CHQ, AGS HQ and advisor Com. O P Jat addressed the gathering. General Secretary spoke elaborately on all issues, BSNL viability, present financial crisis, non payment of vendor and electricity bills, proposed revival package for BSNL, implementation of VRS in BSNL, reduction of retirement age from 60 to 58 years, allotment of 4G spectrum and monetisation of land assets, Delay in issue of various promotion orders, status of court cases etc. Most of the members participated in the session in a disciplined manner with a constructive approach in making suggestions for revival of BSNL. On this occasion Com. O P Jat advisor CHQ was felicitated on his retirement this month. After dissolution of the old body, election of office bearers was conducted by Com.Sanjay Vishnoi AGS HQ. New Office bearers were elected unanimously.
