  • 29.04.2009: BSNL circulates provisional seniority list of JTO (Electricals). View list...

  • 29.04.2009: BSNL endorses DPE order enhancing IDA from 16.6% to 16.9% w.e.f.1.4.09.  View letter...   (Separate order enhancing IDA from 96.8% to 97.3% has also been issued for non-executive employees who have not got their IDA pay revised)

  • 28.04.2009: PROMOTION FROM SDEs TELECOM TO DEs TELECOM: BSNL is likely to issue promotion order for around 1300 SDEs Telecom to DEs Telecom on adhoc basis shortly. The order is likely to be issued by the end of May 2009. Another similar promotion order of around 1100 SDEs Telecom to DEs Telecom on adhoc basis may be issued in July/August 2009.

  • 28.04.2009: IMPLEMENTATION OF REVISED PAY FIXATION ORDER ISSUED BY DPE: BSNL Management Committee is yet to discuss the Memo proposing implementation of revised formula for pay fixation in revised IDA scale for BSNL Executives. The DPE order stipulates taking into account 78.2% of IDA instead of 68.8% as ordered earlier for the purpose of fitment/fixation in new IDA pay scales. The Memo is with the Management Committee for over a week. If approved, the proposal has to be put before the BSNL Board for approval and finally DOT has to give its consent. The issue is being pursued.

  • 26.04.2009: Pleasant surprises continue as fixedline subscriber base increases in March; BSNL & MTNL too increase count: After it emerged that the prepaid segment is contributing positively on the ARPU and MoU front, a new revelation has come out in Trai’s latest figures released for March wherein the subscriber base of fixedline services is shown to be on growing side. This trend has long been eluding fixedline operators for many years. March saw the subscribe base of fixedline services reach 37.96 million as compared to 37.73 million in February, an increase of 0.23 million. State-run PSUs BSNL (117,004 increase) and MTNL (59,057) both managed to increase their fixedline subscriber base. This fact should be heartening for BSNL which has seen regular erosion of its fixedline subscriber base for the last few years. Broadband base too increased by 0.37 million to record 6.22 million subscribers at the end of March 2009. Total wireless subscriber base reached 391.76 million with 15.64 million new subscribers added in March as compared to 13.82 million added in February. India’s total telecom subscriber base scaled to 429.72 million with tele-density touching the 36.98 percent mark. (TT)

  • 24.04.2009: DPE EXAMINES OUR REPRESENTATION ADDRESSED TO SHRI SANTOSH MOHAN DEV, MINISTER OF HI&PE REQUESTING ACCEPTANCE OF KEY RECOMMENDATIONS OF 2nd PRC: DPE is now examining our request to accept the key recommendations of 2nd PRC like categorisation of CPSEs in five categories instead of four as at present which placed BSNL in A+ category, recommended pay scales and pay fixation method for the Executives of different CPSEs based on their categorization etc. Our President, CHQ was contacted on phone by an Officer from DPE on 23.04.2009 and was requested to fax the copy of our another representation sent earlier.   • 23.04.2009: CHQ writes to Executive Director (F) on reallotment/cancellation of posting/transfer orders in CAO cadre.'JAG posts numbering around 350 throughout the country are vacant for a long time and the CAO (Adhoc) are looking after the functions of these JAG posts and the resultant vacancy in CAO posts are not be filled up leading to a situation where the same persons are to perform the functions of CAO as well as JAG.   • 19.04.2009: Status of case in Delhi High Court relating to Group A absorption: The case had been listed for hearing on 13.04.2009.  Since the Bench did not sit for hearing, the case has now been listed for 07.07.2009.  But it is doubtful whether hearing would take place on that date, as it is likely that the Bench will be reconstituted after vacation.

  • 18.04.2009: Govt mulls ITI merger with BSNL says report: The government may reportedly merge financially troubled ITI with BSNL, a move which may add more financial stress to BSNL which itself is facing dwindling financial results. As per The Times of India report, the move may put BSNL under stress which is facing supply side constraints and competitive pressures. A senior official is quoted to have said that ITI does not have manufacturing capabilities now and its present line of business is in low margin business verticals implying a remote possibility of turn around for the company.   • 16.04.2009: CHQ writes to Shri.Santosh Mohan Deb, Minister of Heavy Industries & Public Enterprises requesting acceptance of key recommendations of Pay Revision Committee:'The 2nd Pay Revision Committee’s scientific and realistic approach to evolve and recommend revised IDA pay scales for the Executives in the CPSEs based on their categorization was appreciated by one and all even though there was further scope to improve upon. But by non- acceptance of these key recommendations, the very purpose of constitution of Pay Revision Committee seems to have been defeated.' Read More...

  • 16.04.2009: CHQ writes to Director (HRD) on Benefit of option to avail revision of pay scales from date of promotion to executives promoted from non-executive grade between 1.1.2007 and date of presidential directive:'The common issue that arises here is exercise of option for choosing to get the date of revised pay scales. If a set of employees are to be allowed to exercise the  above  said  option  and  if  the  same is  denied to the other set of            employees, it will tantamount to hostile discrimination and violative of the principles of equality enshrined under Article 14 of the Constitution of India.'   • 16.04.2009: Draconian guidelines for Vigilance Clearance withdrawn: DoP&T, vide its OM dated 04.09.2008 had introduced very harsh guidelines for issue of vigilance clearance for officiating, time bound& regular promotions, issue of NoC for passport, going abroad etc. According to these guidelines VC was to be denied for three years in case of minor penalty and five years in case of major penalty.  BSNL CVO himself felt that these guidelines were too harsh and had represented to DoP&T through DoT for withdrawal of these guidelines. BSNL had even delayed implemention of these guidelines, expecting positive response from DoP&T.  Finally, DoP&T issued orders on 27.02.2009, withdrawing its earlier OM dated 04.09.2008. DoT and subsequently BSNL have issued orders endorsing DoP&T OM dated 27.02.2009. The whole credit of this  should go to CVO, BSNL, who continuously pursued the issue with DoT.  But we may expect that some association may claim credit for this development also, as usual, without doing anything.

  • 14.04.2009: BSNL MARKET SHARE LOOKS UP: BSNL market share in GSM sector improves marginally in March 2009, after continuous downtrend for a very long time. 25,03,169 connections have been provided during March 2009, a growth rate of 5.67% over  previous month, taking the market share from 15.94% to 16.19%.  Vodofone has overtaken Bharti Airtel in number of GSM connections provided in March 2009.  View All India GSM figures for March 2009...

  • 06.04.2009: CHQ writes to Secretary, Ministry of Heavy Industries & Public Enterprises on removal of aberrations due to the proposal for introduction of non-standard scales in BSNL: 'In its latest O.M. dated 02.04.2009 (vide Para 2.vi), DPE has clearly instructed against introduction of any intermediary scales and has further stressed that “If there has been any aberrations, they need to be corrected.”  In this connection we are to submit that in Bharat Sanchar Nigam Limited, there are at present aberrations in respect of two Executive grades at the level of Junior Telecom Officers/Junior Accounts Officers/equivalent cadres and Sub Divisional Engineers/Accounts Officers/Equivalent cadres. They are placed in the intermediary pre-revised IDA pay scales of Rs 9850-250-14600  and Rs 11875-300-17275 respectively. Though there is an opportunity for BSNL and the Department of Telecommunications i.e. the Administrative Department to correct these aberrations by placing them in revised E-2 and E-3 grades respectively, it has been proposed to grant them intermediary replacement IDA pay scales and thereby to continue with the present aberrations.'   • 06.04.2009: DoT busy with DPC for promotion to JAG and SAG: It is learnt that DoT is seriously engaged in the process of holding DPC for promotion to JAG and SAG posts to benefit the un-absorbed Group A officers.  DoT appears to be relieved of any pressure for completing the process of absorption of Group A officers, since the associations and unions in BSNL who had called for a struggle on this issue, have succeeded in getting extension upto December 2009 for completion of the absorption process.

Especially, since the apex search panel has already shortlisted four contenders -- finance secretary Arun Ramanathan, consumer affairs secretary Yashwant Bhave, member (technology) in the Telecom Commission K Sridhara and former finance director of BSNL S.D Saxena -- for the post of Trai chairman.'   • 01.04.2009 1200 Hrs:BSNL PENSIONERS TO BENEFIT FROM DOP P&W ORDER VIDE F.NO.28/37/08-P & PW(D) dated 02.09.2008 AMENDING VARIOUS PROVISIONS OF CCS (PENSION) RULES, 1972, INCLUDING ENHANCED GRATUITY: Finally a good news for the BSNL pensioners. Our General Secretary has been called today over phone by a senior officer of DoP&PW and has been informed that, in response to our letter No.AIBSNLOA/CHQ/2009/09 dated 13.03.2009, (view our letter dated 13.3.09 addressed to DoT, with a copy to Dept. of P & PW) clarification has since been issued to DoT to implement all the amended provisions of CCS (Pension) Rules 1972 including enhanced limit of gratuity effective from 1.1.2006 for the BSNL Pensioners.
