  • 19.10.2011:CHQ writes to CMD on Discrepancy in BSNL MS RR in respect of SDE grade of Civil/Electrical/Architecture wing in BSNL - denial of promotion to EE grade in respect of non-graduates: 'As per the DoP&T guidelines referred to above, the departmental promotees having the basic qualification of diploma are eligible for promotion to STS grade and discrimination by date of promotion to SDE is against the essence of the said guidelines.'   • 07.10.2011:CHQ writes to DDG (Estt), DoT regarding the case of Fixation of Pension by DoT Cell Orissa at Bhubaneswar by reducing one increment in contravention of BSNL corporate office guidelines consequent on implementation of BSNL Executive Promotion Policy: 'We would like to draw your kind attention to the fact that DoT Cell Orissa at Bhubaneswar has, in a number of cases, fixed the pension of retired officers by reducing one increment on the plea that once pay is fixed on promotion, the DNI should be granted one year after such date of pay fixation, which we feel is not correct and is a great injustice meted out to the retired officers.'   • 08.09.2011:CHQ writes to CMD on BSNL's decision to withdraw leave encashment while availing LTC and 'without voucher' facility under BSNLMRS: 'The officers and employees of BSNL have already been denied their righteous entitlement of 78.2% instead of 68.8% for fixation of pay in the revised scales. BSNL Executives are being continuously denied their legitimate E2 and E3 scales for JTOs & equivalents and SDEs & equivalents respectively. They are drawing pay in lower scales viz. E1 and E2 after pay revision, lower than the E1A and E2A scales, which they were having before pay revision. And now, again, the officers and employees are being denied their legitimate and hard earned rights, in the name of bad financial health of BSNL, for which the Management, the DoT and the Government are alone to blame.'   • 19.04.2011: CHQ writes to Secretary, DOT requesting to extend Natural justice for grant of 2nd ACP in the higher promotional Scale applying same consideration as granted by DOT to the incumbents in civil / electrical wing:'We also invite your kind attention on the above referred Executive office order of DOT where in relaxation has been granted to the incumbents SDEs irrespective of qualification who completed 24 years of service and are absorbed in BSNL/ MTNL as an one time relaxation and allowed benefit of 2nd ACP since 2002-2004.   • 25.03.2011: CHQ writes to CMD BSNL on flouting of BSNL orders on mass scale transfers by units/circles: 'We do not understand as to how the Accounts and Finance wing could issue such an order unmindful of the huge financial implications involved , when BSNL’s guidelines dated 7th March 2011 speaks about transfers “only where the financial implications are Nil.”.   • 04.03.2011: CHQ writes to CMD on huge revenue loss inflicted on BSNL through addenda for interconnect agreement:'Through an addendum to interconnect agreement BSNL CO has now reduced the termination charges to be paid to BSNL by the private operators for handing over their calls to Level ‘1’ emergency services like Police, Fire services, etc., to 20Ps per minute along with a fixed payment of Rs.10 lakhs per annum.   • 23.02.2011: CHQ writes to CMD BSNL on removal of disparity in pay scales of BSNL Executives and removal of anomaly in pay fixation of JTO Batches 2007, 2008:We understand that after revelations of the DPE stand by us that “DPE had earlier received the proposal for introduction of intermediary scales particularly in respect of Oil Sector CPSEs. The proposal was not agreed to”, the matter regarding getting approval for revised E2 and E3 scales for JTOs and SDEs and equivalent cadres has gathered momentum. Read More...

  • 14.01.2011:CHQ writes to CMD on reduction in expenditure: 'According to the financial results of BSNL for the year 2009-2010, expenditure on ‘Power and fuel’ is the highest, amounting to Rupees 203,057 lakhs, next only to expenditure on salary. We believe that maximum effort should be focused in this area only. Unfortunately, the field units seek to curtail expenditure on fuel for engine alternators in BTS and other exchanges, which is only critically affecting operational efficiency. No effort appears to have been taken in curtailing fuel expenditure on departmental vehicles. Pooling of vehicle by senior officers remains only in paper. While vehicle use is restricted for important maintenance works, misuse of vehicle is reported to be continuing without any restrain. A system of checking and correcting bogus entries in vehicle log books is to be put in place urgently.' Read More...

  • 18.10.2010:CHQ writes to CMD on Predicament of SDE grade of Civil/Electrical/Architecture wing in BSNL on denial of promotion to EE grade in respect of non-graduates: 'Recently, BSNL on 12.10.2010 has extended the relaxation in qualifications specified for all other streams in BSNL by inserting clauses as Note 4, 5 and 6 below Note 3 of Schedule ID of the said BSNL MS RR. Thus Executives in all the streams in BSNL viz. Telecom Operations, Telecom Finance, Telecom Factory, the CSS/CSSS cadres and others will be eligible for promotion to STS grade irrespective of qualification on the date of notification BSNL MS RR, i.e. 14.7.2009, whereas the Executives of Civil/Electrical/Architect stream will continue to be denied their due promotion to STS grade.'   • 04.10.2010:CHQ writes to CMD on Wrong interpretation of clarification in Executive Promotion Policy: 'The condition of “completion of 6 years (maximum period) in the same IDA scale” has been misinterpreted by some Circles like West Bengal/Kolkatta Telephones District and time bound upgradation is being implemented only after completion of 6 years irrespective of the fact that the pay in the current IDA scale has crossed / touched the lowest of the higher IDA scale in four / five years.'   • 24.09.2010:AIBSNLOA submits Note to DoT on utilisation of BSNL's last mile copper: While making a presentation before the DoT on 9.9.2010, AIBSNLOA was requested by Member (S), DoT to substantiate its stand against unbundling of BSNL's last mile copper by submitting concrete suggestions to better utilise the spare last mile copper with BSNL.  AIBSNLOA has submitted the Note as required by Member (S) pointing out that DoT itself has already opined that 'the Review of international cases has shown that full open access with LLUB has not succeeded and may not be suitable in the medium and long term.'  View Note by AIBSNLOA...

  • 28.07.2010: CHQ writes to CMD BSNL on Settlement of anomaly in pay fixation for JTO Batch 2005 – extension of benefit of the BSNL orders No.1-14/2009-PAT9BSNL) dated 16.4.2010 to the subsequent JTO batches: 'Yet another anomaly has been brought to our notice, in respect of Departmental candidates who had completed their Phase I of JTO training during the years, 2004, 2005, 2006 and were officiating as JTOs after completion of Phase I training during these years for want of departmental quota of vacancies to order their regular promotion. These officers got their regular promotion after 1.1.2007 as JTO and their pay has been fixed at Rs.16400/- i.e. at the minimum of E1 scale. But the Outsider JTO Batch 2005 candidates who completed Phase I training after 1.1.2007 and got posted as JTO afterwards have got their pay fixed at Rs.21600/- as per the relaxation given by BSNL for JTO Batch 2005 alone.'   • 23.07.2010: CHQ writes to Prime Minister on Search Committee for selecting Chairman, BSNL: 'Efforts to derail or at least delay the process have already started by way of representations from some Associations in BSNL. One Association has even demanded selection of CMD from ITS grade, forgetting and hiding the facts and the bitter experience of the past, wherein the unprofessional handling of affairs of BSNL by this group is mainly responsible for the present gradual and steady downfall of BSNL in all respects. Another Association, we find, has raised some issues about the constitution of the committee, which we feel is just a ploy to help the ITS officers in getting this all important issue of selection of capable and best professional Chairman to head BSNL delayed.'   • 12.07.2010: CHQ writes to Prime Minister for refund of 3G and BWA spectrum charges paid by BSNL: 'It is needless to emphasize that BSNL does a lot of work in the rural and remote corners of the country that no other private telecom operator does and also BSNL is always implementing the Government’s Social obligations without looking into commercial gains.   • 12.07.2010:CHQ writes to Director (HR) BSNL on revision of Family Planning Allowance: 'Already, orders have been issued vide MoF No. F.No.7(20)/2008-E.III(A) dated 24.9.2008 for revision of quantum of allowance in lieu of Family Planning for Central Government Employees in their revised pay (copy enclosed). No.2201/7/98 - Estt(D) dated 6.10.2000, that, “The DPC should assess the suitability of the employees on the basis of their service records with particular reference to ACRs of 5 preceding years irrespective of the qualifying service prescribed in the Service/Recruitment Rules.”  Read More...

  • 16.06.2010: CHQ writes to CMD on Reduction in pension in cases of Pay fixation  of Group B officers who have opted for IDA pay scale from the date of promotion which happened to fall after 1.10.2000: 'We therefore request that CCAs of all Circles be directed to decide the case of payment of pension based on existing instructions of BSNL as already advised by DOT vide No 1-1(04)/2005-PAT(Pt) dated 24.09.2008 and not to resort to the practice of reducing the quantum of pension.'   • 24.05.2010: CHQ writes to CMD BSNL on Anomaly in pay fixation in revised IDA scales for JTOs/JAOs/Assistants etc. with particular reference to JTO Batches 2006 & 2007: 'This will result in a huge gap between the pay drawn by the officers in JTO Batch 2005 on one side and the JTO Batches 2006 & 2007 on the other side. The disparity or difference in pay will have a cumulative effect due to the fact that the increments as well as Dearness Allowance are calculated as a percentage of the basic pay, resulting in widening of the gap with time.'   • 03.05.2010:CHQ writes to CMD on Consideration of requests for modifications and permitting requests for declining promotion from CAO to DGM Telecom Finance on adhoc basis: 'We shall be very much thankful if the above facts are considered in their true perspective and request for modifications in postings are considered in deserving cases on the basis of merits. CHQ has written back that, "we are constrained to say that certain information furnished in the said report is far from the facts and the report appears to be an attempt to cover up the failure to follow the roster system in the promotion from JTO(T) to SDE(T) for the vacancies of the year 2006-07 and 2007-08 under 2/3rd quota."   • 01.02.2010: CHQ writes to CMD BSNL on Non-filling up SC/ST quota as per post based roaster system in JTO to SDE promotion: 'As per the above information furnished under RTI Act, the total number of left out JTOs yet to be considered for promotion for the vacancies of the years 2006-07 and 2007-08 works out to 501 (2542-2041) and for the SC category officers the number of unfilled vacancies is 111 (381-270) plus the vacancies shown to have been filled up by 42 officers who had already been promoted through LDCE.'   • 21.01.2010: CHQ writes to Secretary, DoT on Early finalisation of the issue of absorption of ITS Group A officers in BSNL: Having exhausted the normal period of deputation of five years a statutory limit w.e.f. 1.10.2000 as granted by the Cabinet, the left out ITS Group A officers were allowed further extensions by DOT of its own, finally upto the year 2008.   • 06.04.2009: CHQ writes to Secretary, Ministry of Heavy Industries & Public Enterprises on removal of aberrations due to the proposal for introduction of non-standard scales in BSNL: 'In its latest O.M. dated 02.04.2009 (vide Para 2.vi), DPE has clearly instructed against introduction of any intermediary scales and has further stressed that “If there has been any aberrations, they need to be corrected.”  In this connection we are to submit that in Bharat Sanchar Nigam Limited, there are at present aberrations in respect of two Executive grades at the level of Junior Telecom Officers/Junior Accounts Officers/equivalent cadres and Sub Divisional Engineers/Accounts Officers/Equivalent cadres. They are placed in the intermediary pre-revised IDA pay scales of Rs 9850-250-14600  and Rs 11875-300-17275 respectively. Though there is an opportunity for BSNL and the Department of Telecommunications i.e. the Administrative Department to correct these aberrations by placing them in revised E-2 and E-3 grades respectively, it has been proposed to grant them intermediary replacement IDA pay scales and thereby to continue with the present aberrations.' It is observed that many significant recommendations of the 2nd Pay Revision Committee have not been accepted thereby denying the long awaited justice to the Executives.     "Best solution lies if the BSNL Board takes out bare minimum number of posts at STS level per year as per requirement subject to the ceiling that number of Management Trainees will be restricted to 30% of the total posts. Whatever number of MTs are  recruited in a year, 50% of them shall be from internal candidates and rest 50% from external candidates."
    "Best policy is to allow carry over of unfilled quota of posts of any stream to the subsequent recruitment year’s quota of posts of same stream. However, if some of these posts still remain unfilled at the end of second recruitment year, the same should be transferred for the promotion of the Departmental  (seniority quota) candidates."

    "Recruitment of MTs for HRM Stream: There has to be recruitment against 50% posts of MTs from eligible internal candidates."
    "Age limit for internal candidates need to be raised at least upto 45 years for a period of next 8 years since the optees have so far lost these many years in absence of BSNL’s inability to put the promotion policy in place from the date of their absorption (1.10.2000)."
