  • 30.07.2009: CHQ writes to CMD on Pay fixation under FR (I) (a)(1) instead of under FR 35 for TTAs officiating as JTOs: 'The affected TTAs have been fighting a long drawn battle for more than four years to protect their legitimate rights.   • 29.07.2009: Revision of Pension for Pre-2007 BSNL Pensioners: DoTs proposal for payment and revision of pension in CDA pattern instead of IDA pattern for DoT employees absorbed in BSNL, which was lying with the Dept. of Legal Affairs has moved to Dept. of Pension & Pensioners' Welfare due to the intervention of Hon'ble Minister of Law & Justice.  Revision of Pension for Pre-2007 BSNL pensioners will be decided only after the proposal of DoT to revise pension in CDA pattern is disposed of.

  • 27.07.2009: Govt mulls preferential shares to BSNL staff: Government on Monday said it was mulling to give preferential shares for employees of BSNL as and when the consensus is reached on the Initial Public Offer from the state-run telecom operator. "I assure you it is not a question of disninvestment or privatisation. If it is possible, we can go in for 10-20 per cent IPO", Telecom Minister A Raja said in the Rajya Sabha.He said discussions are on with trade unions on the issue but no decision on IPO has yet been taken. "Preferential shares can be given to workers", Raja said. He admitted that BSNL profit has come down to Rs 500 crores citing reasons as delay in expansion plans owing to court cases on tenders for new equipment floated by the PSU. (PTI)

  • 26.07.2009: Tata Communications net profit plummets 67 pc: Telecom services provider Tata Communications Saturday said its net profit for the quarter ended June 30 fell 67 per cent to Rs 32 crore ($6.6 million) as against Rs 98 crore in the same period last fiscal. Tata's stand-alone revenue also fell 3.2 per cent to Rs 843 crore for the quarter under review from Rs 871 crore, the company said in a statement. The company's operating profit was, however, up 10 per cent to Rs 218 crore from Rs 199 crore. Tata Communications announced a slew of new partnerships and new launches in the quarter. It partnered with Qatar Telecom (QTel) and RTComm in Russia to deliver global connectivity services. The company also partnered with Starwood hotels to roll out its video-conferencing facility, the statement added. (IANS)

  • 24.07.2009: CHQ meets PGM (BD): While delivering our letter on removal of discriminatory provisions in BSNLMS RR regarding promotion to STS level posts in Civil/Electrical/Arch disciplines, we had a detailed discussion with PGM (BW) yesterday.  PGM (BW) fully concurred with our view and has assured to write to Personnel Section on the matter.  Our efforts to meet PGM (Electrical) and GM (Pers) did not fructify today.  We shall continue to pursue the issue with Dir (HRD) and CMD also for a fruitful settlement.

  • 23.07.2009: Govt mulls 10% listing of BSNL, TCIL stake: Telecom Secretary, Siddharth Behura said that the government plans to list 10 % stake each of BSNL and TCIL with the timeline to be decided in consultation with the finance ministry."Two of our companies BSNL and TCIL are not yet listed. We would like to list them with 10% divestment in each of them initially. But the timeline will be decided in consultation with the finance ministry," said the Secretary. On TCIL offloading its stake in Bharti Hexacom, Mr. Behura said that it is currently under review. (TT)

  • 23.07.2009: Bharti Airtel posts weakest growth rate in quarterly revenues in company’s history: Bharti Airtel’s rapid growth story seems to be fading away as the company managed only 17% rise in revenues in the first quarter financial results announced today. Just a year back, the company witnessed growth rates of 44 % in revenues. Even sequentially, the earlier quarter saw growth rate of 37% in revenues. The company attributed the fall in revenues to some extent to the reduction in termination charges. In a briefing the company cautioned that the Indian mobile services market is indeed becoming challenging due to increasing competition and entry of new players. The company hopes to sustain growth in future from the rural segment. 60 % of its subscribers are from rural areas now. (TT)

  • 22.07.2009: The BSNLMS RR notified by BSNL Management has been welcomed with profuse joy by some Associations of BSNL Executives. One Association has congratulated its members for release of the RR due to its persistent efforts. Another Association is reported to have distributed sweets here and there celebrating the notification. It is unfortunate that they have not taken any pains to analyse the notification, which, according to us, has come as a jolt to a section of the Executives in Civil/Electrical/Architect wings, contains no relief to the senior promotee Executives who are to retire in one or two years and virtually provides no advancement for the aspiring young and talented direct recruits. We shall come out with a detailed analysis on the BSNLMS RR very shortly. To start with, CHQ has written to CMD BSNL on removal of the discriminatory provisions in the rules for STS level posts of Civil/Electrical/Architectural disciplines: 'While provisions have been made in the Recruitment Rules for protection of career prospects for the existing incumbents holding the posts of SDE/AO/Sr.AO on introducing the requirement of higher educational qualification for promotion to the STS equivalent level posts, it is extremely disturbing that no such provision has been made for the equivalent level executives in the Civil, Electrical and Architectural disciplines.'   • 22.07.2009: Two Executive Associations which were said to have been opposed to lateral entry at the level of DGM, were keeping studied silence when the advertisement for recruitment of 210 DGMs from outside was released and later when the Recruitment Rule for these DGMs were notified. Now it is on record that they have assured support for completing the recruitment of DGMs before September 2009, unmindful of the fact that this will inflict injustice on the eligible and competent BSNL Executives. But AIBSNLOA will not remain a silent spectator. CHQ writes to CMD, BSNL protesting against the recruitment to DGM grade on a lateral induction basis: 'We strongly feel that if at all there is a need for lateral induction, it must be at the level of GMs grade and above.'   • 20.07.2009: BSNL-MTNL merger put on hold: The government today said the proposed merger of the BSNL and MTNL has been put on hold. "Since the enabling conditions for the suggested options are not appropriate enough to lead to a successful merger and considering the complexity of the issues involved, the restructuring of BSNL and MTNL has been put on hold for the time being," Minister of State for Communications and IT Gurudas Kamat told the Lok Sabha. The government had earlier appointed ICICI Securities to advise it in restructuring the two public sector companies. (IANS)

  • 20.07.2009: We met GM (Pers) on 17.7.2009 as follow up of our letter on non-filling of SC/ST quota as per the roaster system while issuing promotion orders from JTO to SDE vide BSNL letter dated 15.5.2009. GM (Pers) informed us that promotion orders were under issue for some JTOs in deference to our letter and as part of the process of filling up the SC/ST vacancies [Orders available below].  On the issue of retired and other JTOs being wrongly shown as promoted in SC/ST vacancies,  AGM (Pers) who was also present informed us that the issue is being further examined and necessary orders will be issued as per roster system.

  • 17.07.2009: CHQ writes to MoC on Decision of the Government to support Government controlled Airlines (Air India) by ordering Govt. employees to travel by Air India alone – Request for extending similar support to BSNL/MTNL by ordering use of telecom services by the Government Departments, only from these state run PSUs: 'It is a matter of fact that the private telecom operators provide their staff only with their own products. While it is so, all Government departments and Government undertakings asking its officials to use only Govt. owned BSNL/MTNL services will be a prudent and sensible decision.' Read More...

  • 15.07.2009: BSNL’s revenue collection system seen deteriorating: “BSNL failed to retire Government loan of Rs 7,500 crore in spite of having adequate cash reserves of Rs 18,829 crore as of March 2005 parked in bank deposits with average rate of return of 6.19 to 7.38 per cent a year against interest rate of 14.50 per cent for the loan,” added the CAG.  Read More...

  • 15.07.2009: Implementation of VI CPC Recommendations on Pension: We had reported on 9.7.2009 that DoT's action of withdrawing its order dated 4/15.5.2009 is a result of a reference from a Principal CCA pointing out some shortcomings and seeking clarifications and that DoT will be issuing a detailed revised order shortly clarifying all the points raised. Now, it is reported that a Committee of DoT officers had a meeting today to discuss the points/doubts raised.  Revised orders are expected to be issued after the committee submits its recommendations.

  • 13.07.2009: BSNL loses crown to Bharti Airtel: State-run PSU, BSNL till date found comfort in the fact that while it may be losing race on the subscriber addition front vis-à-vis private operators, it remained the leader in terms of revenue generated. But even this comfort was lost by the PSU as VoicenData’s annual survey for telecom services in India for the fiscal 2008-09 show that Bharti Airtel is now the leader well ahead of BSNL. Bharti Airtel’s revenues from telecom services reached Rs 36,962 crore as compared to BSNL’s revenues of Rs 35,167 crore. Reliance Communications followed BSNL with revenues of Rs 22,941 crore while Vodafone stood at number 4 position with revenues of Rs 22,224 crore. (TT)

  • 09.07.2009: DoT has issued an order yesterday keeping in abeyance its earlier order dated 4/15th May 2009 which intimated that the revised rules for pension calculation etc., as per 6th CPC recommendations are applicable for BSNL IDA Pensioners also. Keeping in abeyance of this order has resulted in apprehensions being raised from various corners. We reliabily learn that DoT's present action is a result of a reference from a Principal CCA pointing out some shortcomings and seeking clarifications.   • 07.07.2009: PERKS FOR BSNL EMPLOYEES: Management Committee of BSNL Board met last Thursday (02.07.2009) to discuss the report of the Committee on Perks for BSNL Employees. It is learnt that there is practically no hike in perks and only a few new areas have been considered for inclusion as Perks. These include Child Care Leave for the female Employees and encashment of LTC. Decision of the Management Committee would be known shortly.
