  • 31.08.2012:CHQ writes to Minister of State for Communications on Implementation of commitments given by DoT in the MoU signed between Between DoT and BSNL for the year 2012-2013: 'BSNL is not seeking any favour from the Government for improving its finance. It is the responsibility of the Government to ensure that BSNL is duly compensated and protected as BSNL alone implements the social obligations of the Government of India and only because of BSNL’s presence in the arena, the private operators are providing the customers with the telecom services at affordable rates.'   • 31.08.2012:CHQ writes to Sr.GM (Pers) regarding Cases wherein senior Executives are getting lower pay than their juniors due to getting of adhoc promotion in the next IDA pay scales before the date of their IDA pay scale upgradation under Executive Promotion Policy: 'Now that Hon’ble High Court of Kerala has confirmed the orders of Hon’ble CAT, Ernakulam Bench, we request that a general order may be issued allowing stepping up the pay of the senior to an amount equal to the pay of his junior in all cases of such anomalies arising out of the provisions of BSNL Executive Promotion Policy.'   • 31.08.2012:CHQ writes to Director (HR) on Modification in the Recruitment Rules of Section Officer (now re-designated as Deputy Manager) of CSS Cadre and Private Secretary of CSCS Cadre: In accordance with the instructions contained in the letter dated 18/01/2007 immediate action should have been taken to increase the provision of 25% quota earmarked for promotion of Assistants (now Assistant Managers) and Personal Assistants to the grade of Section Officer (now Deputy Manager) and Private Secretary through LICE, to 33% by suitably modifying the aforesaid provisions in the Recruitment Rules of Section Officer and Private Secretary.   • 30.08.2012:Meeting with Director (HR) and Director (F): GS along with Circle President of Corporate Office met Director (HR) and Director (F) today. It was learnt that the minutes of the CPC for promotion to CAO (Adhoc) has been approved today. Director (F) assured us that promotion and posting orders will be released tomorrow. We raised the issue of holding of CPC for promotion to DE Adhoc and DGM Adhoc with Director (HR) and reiterated our request for considering the cases of officers not covered by any court case. Director (HR) said it will take time to decide on the issue and expressed his concern over people retiring without getting promotion due to numerous court cases. He said that unless individuals desist from approaching the courts without trying to get things sorted out by discussions between the associations and the management, it would be the Executives who will be the losers finally. It is hightime that all the associations sit together and sort out the issue, he said. However, we have requested him to examine our proposal of holding CPC pending court decisions.

  • 30.08.2012:Meeting with GM (Training): GS met GM (Training), BSNL CO yesterday and discussed about review of on-line examination in e-mode mandatory training under BSNL Executive Promotion Policy and requested for withdrawal of the same. GS pointed out that the basic principle envisaged in BSNL Executives Promotion Policy is successful completion of mandatory training for two weeks after each upgradation or promotion and NOT an examination without training. The emphasis of EPP in fact is on training and not on examination. GM (Training) explained that it will not be possible for BSNL to re-start the class room mode of training in the present financial condition of BSNL. He added that whenever BSNL financial position improves we can switch back to class room-mode of training. We explained the difficulties faced by the executives in preparing for the examinaion due to health related problems connected with age. GM(TRG) indicated that it can be examined whether exemption given from appearing in the examination during the last two years of service can be extended for a few more years.

  • 23.08.2012:CHQ writes to PGM (BW) regarding Infringement of rules framed by BSNL Corporate Office by the office of PCE (C), West Bengal Civil Zone: 'Therefore, we request you to intervene and advise the PCE (C) to withdraw the above two letters so as to set the things right and also to ensure that no extra-constitutional power centre exists in the Civil Zone, West Bengal.'   • 22.08.2012:Meeting with Addl.GM (BW): Due to preoccupation of PGM (BW) in a meeting, as per his suggestion, GS met Addl.GM (BW) today and handed over the letters addressed to PGM (BW) to him and apprised him of the violations in Leave Rules and Transfer Policy by office of PCE (Civil), West Bengal Zone Kolkata. We conveyed our protest against the violations of transfer policy by office of PCE, West Bengal Zone Kolkata wherein Executives were proposed to be transferred to hard tenure stations at the age of 59 years and violation of Leave Rules wherein all Executives of Siliguri Civil Circle, right from JTO, PA, JAO to SE (Civil) himself will get their leave sanctioned directly by PCE (Civil) only. Addl.GM (BW) said that there were some difficulties in posting Executives to hard tenure stations since all have completed one tenure in hard tenure stations. However he agreed with our contention that nothing should be done in violation of provisions of BSNL Transfer Policy and assured us that appropriate action will be taken in this regard. The same issue was earlier discussed with PGM (BW), BSNL CO on 17.8.12 on telephone and he also assured us that transfer of executives to hard tenure station will be as per the transfer policy of BSNL and modification will be neither agreed to nor approved by office of PGM (BW) in BSNL Transfer Policy.
    As far as the orders of PCE (C) on leave sanction, he said the issue is already receiving the attention of the PGM (BW) and will be sorted out shortly. We also expressed our apprehensions about some extra-constitutional power centre functioning in PCE (C) office, West Bengal Zone Kolkata, which appears to be the root cause for such violations. We were assured of necessary action.
    In respect of the representation of Shri A.K.Chaudhury, SDE for implementation of first and second ACP after completion of 12 and 24 years of service from the date of his appointment as Grade-II Draftsman based on the Apex Court judgment in the case of Unnikrishnan and another, Addl.GM informed that PCE (C) has to settle the issue since already instructions and clarifications in this matter have been issued by BSNL Corporate Office. However he will forward our letter to PCE (C) West Bengal for appropriate action for early settlement of the case.
    On the issue of granting second ACP to the Executives who have completed 24 years of service upto 1.10.2004, he said that the issue has to be decided only by DoT and assured that the issue will be taken up with DOT based on a submission to be given by us.

  • 14.08.2012:Bailout Package for Air India: 'The Financial Restructuring Plan (FRP) and Turn Around Plan (TAP) of Air India was considered by the Government on 12.04.2012 and approved as under:- i) Induction of upfront equity of Rs. 6,750 crore, including Rs.1,200 crore provided in the Budget of 2011-12 and already released, in the Financial Year 2011-12. ii) Equity for Cash deficit support of Rs.4,552 crore from Financial Year 2012-13 to Financial Year 2017-18. iii) Equity for already guarantee aircraft loan of Rs. 18,929 crore till Financial Year 2021.   • 07.08.2012:Now, spectrum auction to be held in November: The auction of spectrum will now be held in the first half of November. The empowered group of ministers (EGOM) headed by the union finance minister P Chidambaram, on Tuesday, decided to postpone the deadline of auction of spectrum by two and a half months. The government will approach the Supreme Court on August 10 to request for postponing the deadline of auction. The current date of completing auction is august 31.(TT)

  • 04.08.2012:Second day of the State Conference of AIBSNLOA West Bengal: On day two of the West Bengal State Conference, Com.R.R.Balasubramanian, AGS, Com.M.K.Singh, Circle Secretary Bihar and Com.Rakesh Sethi, GS addressed the delegates session. GS answered the queries and cleared the doubts raised by members. The deliberations in organisational review was meaningful and lively. The office-bearers election was held unanimously. Com.Sudip De Chaudry (9434747273), SDE (C), Com.Sukumar Ghosh (9432000942), JTO and Com.Gowtam Majumdar (9433000521), SDE have been elected President, Secretary and Finance Secretary respectively. Com. Arun Kumar Pal, SDE, Com.Atanu Mondal, SDE and Com.Sanjoy Dhar, AGM have been elected as CWC Members. Com.P.K.Mohanty, Circle Secretary, Orissa along with senior comrades and the CHQ OS Com.Laxmidar Swain graced the two days conference by his presence and guidance. The unprecedented success of the conference was due to the hard work by the Reception Committee led by Com.P.K.Bhanja Chowdhury. All praises are due to Com.K.C.Dey, com.Ila Sadhu, Com.Amit Biswas, Com.Mira Mondal, Com.Ujjal Dey, Com.Gowtam Majumdar, Com.Swapan Saha, Com.Prasanjit Mitra and Devasish Mallik to name a few. CHQ congratulates all the new officebearers of West Bengal State and Com.Arun Kumar Pal under whose leadership and guidance such a wonderful event has become a reality.

  • 03.08.2012:Grand State Conference of AIBSNLOA West Bengal: The first Annual Conference of AIBSNLOA West Bengal which is being held on 3rd and 4th August 2012 at Kolkata, commenced today. Com.Timir Chatterjee, Circle President presided over the conference. Com.R.R.Balasubramanian, AGS hoisted the AIBSNLOA flag. Com.Rakesh Sethi, GS lighted the lamp and inaugurated the conference. Circle Secretary Com.Atanu Mondal presented the CS Report which was passed after discussion. In the evening, Open session and Seminar on 'The very survival of BSNL in ever changing telecom perspective in India' was conducted with a very huge gathering who thronged the venue from nook and corner of the State. The hall was virtually overflowing with delegates. Com.Timir Chatterjee, Circle President welcomed the gathering. Com.Atanu Mondal, Circle Secretary delivered the key-note address. Shri Gopal Basu, CGMT, West Bengal Circle, Com.S.Basu, Chief Advisor, AIBSNLOA, Shri R.N.Palai, GM EB CTD, Shri Tamal Maite, GM Kolkata SSA and Com.Rakesh Sethi, GS spoke in the seminar. Shri Somnath Maity, CGM Calcutta Telephones made a power point presentation on 'Calcutta Telephone District - A Road map for survival, with statistics and elaborate details of the measures being taken in Calcutta Telephones in improving the revenue and reducing expenditure. His speech was inspiring and motivating and set the positive tone for the seminar. Com.Tushar Sahu, AGS, TEU felicitated the conference. Ealier, before start of the Open Session, a cultural programme was held. Com.P.K.Bhanja Chaudry, Com.Amar Mukherjee, Com.Ila Sadhu and Com.Chandana Chatterjee gave an excellent performance rendering some patriotic songs in Bengali. The impact of the first day of the conference and the Open session will remain in the minds of the BSNL Executives in West Bengal, reverberating for months to come.

It is now learnt that the CPC process will commence on 6th August 2012 under the Chairmanship of Shri Neeraj Verma, GM (Trg).

  • 01.08.2012:TRAI Releases “Indian Telecom Services Performance Indicator Report” for Quarter Ending March, 2012: 'The number of telephone subscribers in India increased from 926.53 million at the end of Dec-11 to 951.34 million at the end of Mar-12, registering a growth of 2.68% over the previous quarter as against 2.16% during the QE Dec-11. This reflects year-on-year (Y-O-Y) growth of 12.41% over the same quarter of last year. The overall Tele-density in India has reached 78.66 as on 31st March, 2012.' Read More...
