  • 20.08.2013:Pension and/or gratuity cannot be withheld during pendency of departmental/criminal proceedings - Supreme Court:In an important judgment delivered recently, Hon'ble Supreme Court has ruled that "pension is not a bounty payable on the sweet will and pleasure of the Government and that, on the other hand, the right to pension is a valuable right vesting in a government servant"; the right of the petitioner to receive pension is property under Article 31(1) of the Constitution"; "A person cannot be deprived of this pension without the authority of law, which is the Constitutional mandate enshrined in Article 300 A of the Constitution. It follows that attempt of the appellant to take away a part of pension or gratuity or even leave encashment without any statutory provision and under the umbrage of administrative instruction cannot be countenanced."   • 03.04.2012:DoP&PW replies to the letter of DoT communicating the queries of ITS officers regarding recruitment in BSNL/MTNL: DoP&PW has virtually rejected BSNL and DoT’s stand on issues related to repatriation of ITS officers along with posts and allowing them higher pay scales on recruitment on direct absorption basis in BSNL. The letter states that, “Therefore, to consider such officers who are en-masse transferred to such PSUs are still holding ITS etc., cadre posts is not correct. These posts belong to cadre of BSNL/MTNL and the ITS etc cadre has been restricted to the post which remained with Deptt. of Telecommunications”, that, “The mobility of ITS officers undertaken by the Department of Telecommunications including withdrawal of en-masse transferred posts from Bharat Sanchar Nigam Limited to Department of Telecommunications was not in conformity with the extant policy and decision of the cabinet”, that the period of their deputation to the PSUs will be treated as foreign service and that, “These officials cannot continue to draw pay that they drew during foreign service in BSNL/MTNL”. It also suggests to DoT for moving suitable proposal in consultation with various Ministries for seeking suitable approval of the Cabinet and re-issue separately ‘the option’ to en-masse transferred ITS etc cadre officials of BSNL and MTNL with the option document containing extant provisions regarding status and pay etc of employees on return from foreign service.   • 25.12.2009: Absorption of ITS Group A in BSNL: In a meeting of DoT officials with ITSA on 5.11.2009, DoT was reported to have asked the Association to identify only two/three specific issues which could be again taken up with cabinet and the Association thereafter asked three weeks time to respond to this.  DOT is reported to have waited for the response from them till November end and even issued a reminder thereafter. But finally, finding no change in the stance of the ITS Officers regarding the pre-conditions for their absorption, DoT is said to have put up a case for the decision of the competent authority on the matter of absorption and revision of pension.

  • 23.11.2009: DOT’S PROPOSAL FOR REVISION OF PENSION OF THE ABSORBED BSNL PENSIONERS ON CDA PATTERN: DOT is yet to seek the official views of the concerned Ministries for their incorporation in the proposed Cabinet Memo to seek its approval for revision of pension of the absorbed DOT employees retired from BSNL/MTNL on CDA pattern. We had earlier reported that DOT may move further on the proposal only after some discussions are held at the highest level. As we have learned that there was a discussion between CMD of BSNL and MTNL with Member (F) in the first week of this month. This was followed by a meeting taken by Secretary (T) with ITS Association on 5th November 2009. As all know that revision of pension on CDA pattern is an ITS demand and some Executives’ Associations, two from BSNL and one from MTNL, including some non-Executives’ Unions had lent their support to this demand of ITS Officers terming it as their “genuine concern” [View letter]. It is gathered that during this meeting Secretary (T) wanted to be sure whether the ITS Officers would take absorption or not in case the Government agrees for revision of pension on CDA pattern. It is said that during the meeting ITSA placed many demands like continuation of CDA pay scales, revision of pension on CDA pattern, absorption from prospective date, removal of DPE norm on ceiling for perks/allowances, special pays and many other demands which were earlier rejected even at the cabinet level. The Official side is understood to have expressed difficulties to move to the cabinet again on all the proposals which were rejected earlier and asked the Association to identify only two/three specific issues which could be again taken up with cabinet. The Association thereafter asked three weeks time to respond to this. Accordingly, they are supposed to clear their position by this month end. In case the ITS Association creates the condition to continue the present stalemate to remain on deputation, DOT might not move further to seek cabinet approval for revision of pension on CDA pattern and may even move to DPE/DOP&PW regarding revision of pension on IDA pattern. Thus, we hopefully expect that the position in the matter of revision of pension will be clear by December 2009. [Courtesy: AIBSNLREA CHQ]

  • 11.11.2009: Principal CAT New Delhi directs BSNL to fix the pay under FR 22 (I) (a)(1) instead of under FR 35 for TTAs officiating as JTOs: We had taken up the issue with CMD BSNL vide out letter No.AIBSNLOA/CHQ/2009/38 dt. 30.7.2009 (view letter...) requesting him to  cause issue of necessary orders allowing pay fixation under FR 22 (I) (a)(1) for the TTAs officiating as JTOs, in accordance with the directions of Hon’ble CAT, Ernakulam Bench, Kerala.  Mean while some TTA comrades had approached Principal CAT, New Delhi for direction on this issue.  Principal CAT New Delhi has today reportedly directed BSNL to fix their pay under FR 22 (I)(a)(1) from the year 2005.

  • 06.10.2009: Allahabad CAT order on DGM Direct Recruitment: We had posted a message on 01.10.2009 that Allahabad CAT is reported to have stayed holding of Examination for DGM Direct Recruitment, notified to be held on 11.10.2009. The operative portion of the order says,"We are of the view, prima facie, that 'direct recruitment' is not warranted under Recruitment Rules and Respondent should not be allowed to create uncertainty for the Applicants and/or third party (i.e. person who may be selected in future for Direct Recruitment). In the totality of the circumstances we are satisfied that the applicants are entitled to interim relief prayed for." "In the result we restrain the respondents and concerned authorities not to proceed with direct selection/recruitment in pursuance to the impugned advertisement No.14-1/09-Recruitment I Section BSNL dated 14.7.2009; this order however does not preclude the respondents from considering the claim and exercising their option to make promotion (regular/adhoc), as the case may be. List on next date with office report regarding status of pleading to enable the Bench to fix date for final hearing. Apart from the applicant, the learned counsel, representing the Respondent shall ensure that this order is communicated to the concerned authorities within 48 hours. List on 06.01.2010".

  • 23.09.2009: DoT negates BSNL view on depositing 60% arrears in GPF: BSNL had expressed the view that DoT endorsement dated 28.8.2009 of Dept. of Expenditure OM dated 25.8.09 is applicable for BSNL absorbed Executives also in regard to depositing of 60% arrears voluntarily in GPF.  DoT has clarified that its circular dated 28.8.2009 is regarding Central Govt. employees only whose pay was revised as per recommendations of VI CPC and not for absorbed employees of BSNL.   • 02.09.2009: Release of balance 60% of the pay arrears payable to the BSNL Executives due to implementation of DPE Order on revision of IDA pay scales: Ministry of Finance, Dept. of Expenditure O.M. dated 25.8.2009 releasing 60% of arrears of pay on wage revision of Central Government Employees and endorsed by DoT is in no way connected to BSNL absorbed Executives.  Implementation of the said DoT endorsement will only benefit the unabsorbed ITS officers.  AIBSNLOA CHQ has therefore written to CMD to issue a separate order for payment of balance 60% arrears of IDA pay revision, as envisaged in its order dated 5.3.2009.  View letter...     GS has discussed the issue with GM (Estt), who has assured that the matter is under process.

  • 29.08.2009: MOC intervenes in response to our letter on BSNL MS RR: It is learnt from our sources that Hon'ble Minister of Communications & IT has called for a detailed report from CMD BSNL on all the 11 points raised by us on BSNL MS RR vide our letter No.AIBSNLOA/CHQ/2009/39 dated 6.8.2009.

  • 17.08.2009: UPSC HOLDS DPC FOR FILLING UP 80 DGMs (ITS) POSTS: DOT is getting UPSC to hold DPC for promotion from STS of ITS Group A to JAG of ITS Group A against 80 vacancies. This DPC is under progress at Patna in Bihar and quite obviously those STS of ITS Group A Officers who have not taken absorption in BSNL/MTNL are being considered for promotion. This is yet another example to open the eyes of those who were made to believe that after release of Recruitment Rules of BSNL MS, the vacant posts of DGMs in BSNL are for grabs for the adhoc DEs immediately after their regularization. First lateral recruitment and now promotion of the unabsorbed STS of ITS Group `A’ to fill up the vacant posts of DGMs, however, tell a different story.

  • 06.08.2009:DELHI HIGH COURT TO HAVE REGULAR HEARING ON GROUP A ABSORPTION MATTER: It may be recalled that some applications against absorption of Group A Officers of DOT in BSNL/MTNL were pending before the Hon’ble Delhi High Court for over last two years. The defendents – specially the DOT was found going slow on the matter and allowed extension of the date of hearings on the ground that some proposals concerning improvement in the terms and conditions for absorption are under consideration of the Government. Now it is reported that the Hon’ble High Court has been informed that all these proposals have been rejected by the Government. The Court has now fixed 31st August 2009 for regular hearing of these cases.

  • 30.07.2009: Retirement benefits in respect of Govt. Service for persons dismissed/removed from service after their absorption in BSNL: DoT reaffirms the provision under sub-rule 24 (c) of Rule 37-A of CCS (Pension) Rules, 1972 by which absorbed employees are entitled for retirement benefits in respect of their service in DoT even if removed/dismissed service from BSNL.   • 29.07.2009: Revision of Pension for Pre-2007 BSNL Pensioners: DoTs proposal for payment and revision of pension in CDA pattern instead of IDA pattern for DoT employees absorbed in BSNL, which was lying with the Dept. of Legal Affairs has moved to Dept. of Pension & Pensioners' Welfare due to the intervention of Hon'ble Minister of Law & Justice.  Revision of Pension for Pre-2007 BSNL pensioners will be decided only after the proposal of DoT to revise pension in CDA pattern is disposed of.

  • 28.07.2009: Regulation of Journey by Air while availing LTC: DoP&T clarifies that Journey by Air while availing LTC shall also be performed by Air India only, as has been ordered for official journeys by Air. View clarifications...15.07.2009: Implementation of VI CPC Recommendations on Pension: We had reported on 9.7.2009 that DoT's action of withdrawing its order dated 4/15.5.2009 is a result of a reference from a Principal CCA pointing out some shortcomings and seeking clarifications and that DoT will be issuing a detailed revised order shortly clarifying all the points raised. Now, it is reported that a Committee of DoT officers had a meeting today to discuss the points/doubts raised.  Revised orders are expected to be issued after the committee submits its recommendations.

  • 09.07.2009: DoT has issued an order yesterday keeping in abeyance its earlier order dated 4/15th May 2009 which intimated that the revised rules for pension calculation etc., as per 6th CPC recommendations are applicable for BSNL IDA Pensioners also. Keeping in abeyance of this order has resulted in apprehensions being raised from various corners.   • 01.06.2009: DOP&T issues orders based on Supreme Court Judgment: We had reported on 13.05.2008, that 'In a remarkable and historic judgment, Supreme Court has held that 'all entries 'good' or 'bad' made by a superior in the Annual Confidential Report (ACR) of a government employee should be communicated to him or her.'   • 14.05.2009: DoT issues orders making DOP&PW OM dated 02.09.2008 notifying amended provisions to CCS (Pension) Rules, 1972, applicable to BSNL pensioners:  We had reported on 01.04.2009 that 'our General Secretary has been called today over phone by a senior officer of DoP&PW and has been informed that, in response to our letter No.AIBSNLOA/CHQ/2009/09 dated 13.03.2009, (view our letter dated 13.3.09 addressed to DoT, with a copy to Dept. of P & PW) clarification has since been issued to DoT to implement all the amended provisions of CCS (Pension) Rules 1972 including enhanced limit of gratuity effective from 1.1.2006 for the BSNL Pensioners.'  The long awaited DoT order has been issued today, after Secretary DoT came back yesterday after his foreign tour for about a week.

  • 24.04.2009: DPE EXAMINES OUR REPRESENTATION ADDRESSED TO SHRI SANTOSH MOHAN DEV, MINISTER OF HI&PE REQUESTING ACCEPTANCE OF KEY RECOMMENDATIONS OF 2nd PRC: DPE is now examining our request to accept the key recommendations of 2nd PRC like categorisation of CPSEs in five categories instead of four as at present which placed BSNL in A+ category, recommended pay scales and pay fixation method for the Executives of different CPSEs based on their categorization etc. Our President, CHQ was contacted on phone by an Officer from DPE on 23.04.2009 and was requested to fax the copy of our another representation sent earlier.   • 19.04.2009: Status of case in Delhi High Court relating to Group A absorption: The case had been listed for hearing on 13.04.2009.  Since the Bench did not sit for hearing, the case has now been listed for 07.07.2009.  But it is doubtful whether hearing would take place on that date, as it is likely that the Bench will be reconstituted after vacation.

  • 16.04.2009: Draconian guidelines for Vigilance Clearance withdrawn: DoP&T, vide its OM dated 04.09.2008 had introduced very harsh guidelines for issue of vigilance clearance for officiating, time bound& regular promotions, issue of NoC for passport, going abroad etc. According to these guidelines VC was to be denied for three years in case of minor penalty and five years in case of major penalty.  BSNL CVO himself felt that these guidelines were too harsh and had represented to DoP&T through DoT for withdrawal of these guidelines. BSNL had even delayed implemention of these guidelines, expecting positive response from DoP&T.  Finally, DoP&T issued orders on 27.02.2009, withdrawing its earlier OM dated 04.09.2008. DoT and subsequently BSNL have issued orders endorsing DoP&T OM dated 27.02.2009. The whole credit of this  should go to CVO, BSNL, who continuously pursued the issue with DoT.  But we may expect that some association may claim credit for this development also, as usual, without doing anything.

  • 06.04.2009: DoT busy with DPC for promotion to JAG and SAG: It is learnt that DoT is seriously engaged in the process of holding DPC for promotion to JAG and SAG posts to benefit the un-absorbed Group A officers.  DoT appears to be relieved of any pressure for completing the process of absorption of Group A officers, since the associations and unions in BSNL who had called for a struggle on this issue, have succeeded in getting extension upto December 2009 for completion of the absorption process.

  • 05.03.2009: REVERSION AND REFIXATION OF SENIORITY OF 1966 SDEs TELECOM: Consequent on abolition of 1966 TES Group B Posts as per direction of the Court, DOT had issued orders for reversion of 1966 SDEs Telecom promoted in 1998 DPC. These 1966 posts in TES Group B were once created as additional posts by up gradation of posts of JTOs to avoid reversion of 550 TES Group B Officers who faced reversion following implementation of Rule 206 of P&T Manual Volume IV for promotion.  The action of DOT to revert these 1966 SDEs Telecom was challenged in various courts. During the process, DOT reviewed its Order and restored promotion of 553 TES Group B Officers. But rest of the SDEs did not get relief. Finally, BSNL Board has taken a decision to avoid reversion of the rest of the SDEs Telecom by creation of required number supernumery posts. Even after this decision in principle to create supernumery posts, BSNL was undecided whether these posts could be created at Circle level or centrally in Corporate Office. Finally, decision has been taken to create these posts in Corporate Office. Now Orders are expected to be released very shortly to avoid their reversion and protecting their seniority.

  • 02.01.2009: Deputation of Group A Officers in BSNL/MTNL:  It is reliably  learnt that DoT is actively considering a proposal to end the deputation of the Group A Officers in BSNL/MTNL. It may be recalled that our Association alone had been making strong plea to withdraw the Group A Officers who are working on deemed deputation basis in BSNL/MTNL and have not exercised option for absorption in BSNL/MTNL.  

  • 15.12.2008:As per a decision taken in the All India Conference of Central Administrative Tribunal held in August 2008, Government of India,  through a notification has brought 18 Govt. controlled organisations which include BSNL and MTNL under the jurisdiction of CAT from 10th November 2008.   • 29.11.2008:Department of Public Enterprises circulates Govt. decisions on recommendations of Justice Rao committee on Pay revision for CPSE Executives. It is disappointing to note that, the Govt. has not only decided not to have A + category as recommended by Justice Rao Committee for profit making PSUs like BSNL, but also has  diluted the pay scales proposed by Justice Rao for 'A' category PSUs.   • 20.11.2008:According to our sources, all the recommendations of Justice Rao committee have not found acceptance by the Union Cabinet. In particular, the categorisation of A+ is reported to have been not accepted and top category will be 'A' only, implying that BSNL Executives will have the pay scales specified for Category A only.   • 13.11.2008:Absorption of Group A Officers - Case in Delhi High Court:  As reported earlier in this website, the case came up before the bench on 10.11.2008. After a brief discussion, the court fixed the date for hearing on 12.11.2008.  Accordingly, the case came up again for hearing yesterday. Next  date for hearing has now been fixed for 21.01.2009. 

  • 06.11.2008:The Petitions from some ITS Group A Officers in regard to absorption pending since long in Delhi High court came up for hearing before the newly constituted Bench on 05.11.2008. The new Bench opined that the previous Bench should hear the case.  The case will be posted before the previous Bench on 10.11.2008 for hearing.

  • 29.10.2008:In compliance with a Delhi High court order dated 17.10.2008, DoT has extended the last date for receipt of options from eligible Group A officers for absorption in BSNL/MTNL, upto 31-10-2008.

  • 25.10.2008:Option of Group A Officers for absorption in BSNL:  It is learnt that only a handful of the Officers from ITS have given clear option for absorption in BSNL.  Most of the ITS Officers are said to have submitted option forms with certain remarks expressing their inability to exercise option, as per a pre-planned collective move. The authorities must have to withdraw all the Officers unwilling to take absorption and draw a contingency plan to fill up the vacant positions in the interest of BSNL and those having stake in BSNL.

  • 21.10.2008:DoT rules out absorption from prospective date for Group A officers: While there are reports that there is a renewed effort by the unabsorbed Group A officers to seek absorption from a prospective date, which seem to be true because of a DO letter written by CMD BSNL to the Secretary, DoT on 7.10.08, DoT has put at rest any such probability  by clarifying that, 'A proposal to allow pro-rata pension to the officers upto the date of  exercising option for absorption in BSNL/MTNL, has been deliberated by the Government at the highest level.  The same, has however, been rejected in view of the fact that it would create a non-level playing field vis-a-vis other categories of Govt. servants who have since opted for BSNL.'(It may be recalled that we had written to Prime Minister on 13.5.2008 that, ' the above move to allow a section of the Group A Officers absorption from a prospective date to get added benefits on their absorption in BSNL is not only discriminatory towards the other Employees who have already got absorbed w.e.f 1.10.2000, and in violation of the provisions in Article 14 and 16 of the Constitution of India but also will give rise to many complications and legal problems.   • 19.09.2008:No association of BSNL executives granted applicant status – says BSNL:   In response to the questions raised under Right to Information Act 2005, BSNL has now stated that “No association of BSNL Executives has so far been granted applicant status to participate in the membership verification” and “the status of applicant association will be granted only at the time of membership verification process”. This statement of BSNL thus exposes the false claim of one association of BSNL Executives that they have been `recognized’ and granted `applicant status’. BSNL has further stated that “As and when required, BSNL Management at different level can meet with any association(s)/union(s) so as to maintain industrial peace and harmony in the organization’. The above statement of BSNL do have immense significance in view of the disinformation campaign launched by some vested interests to create confusion and gain advantage out of it.

  • 18.09.2008:Joint Forum of BSNL Associations/Unions of Executives & Non-Executives met today to discuss some important common issues. Com.V.P.Arya, General Secretary, participated in the meeting. In the background of reports that majority of the Group A officers may not opt for absorption in BSNL and that BSNL management is contemplating to continue their deputation, a resolution has been passed unanimously seeking immediate repatriation of BSNL employees and executives to DoT in view of the dual policy of the Govt. and BSNL on the issue of absorption.   • 08.09.2008: We had earlier reported that the Punjab/Haryana High Court  has directed BSNL to restore Outside quota JTO vacancies diverted to departmental quota for promoting the qualified TTAs (500 vacancies every year). This was based on an  averment in the affidavit filed by BSNL. This averment is now reported to have been incorrect.  Legal opinion is said to have been sought for to straighten the record by approaching the Punjab High Court in this matter.  The order diverting 500 posts for 2008 has been kept in abeyance for this reason only. CHQ is pursuing the issue for an early solution.

  • 06.09.2008:Delhi High Court cases on absorption of Group `A‘ Officers:  The cases on absorption of Group A Officers in BSNL/MTNL came up for hearing in Delhi High Court yesterday. The counsel on behalf of DoT urged for early hearing in view of the option already called for with modified terms and conditions of service as approved by the Cabinet. However, the advocates on behalf of the petitioners requested for some more time to respond to the affidavit submitted by DoT. The court finally directed the cases to be listed for final hearing on 5th and 6th November 2008. Meanwhile the case earlier filed by MEWA, an MTNL Executives’ Association, against DoT’s decision to allow further time for option for absorption in MTNL is already listed for hearing on 30th September 2008.

  • 26.08.2008: It is reliably learnt that DOT shall issue orders tomorrow calling for option for absorption of the remaining Group A Officers in BSNL/MTNL, with some modified terms and conditions. A time limit of 5 weeks will be reportedly allowed for submitting options.

  • 24.08.2008:Absorption of Group A Officers:-  DoT is yet to  issue necessary orders with a few modified terms and conditions of service to call for option for absorption of the remaining Group A Officers in BSNL/MTNL. The delay is due to non receipt of certain clarifications being obtained from the Ministry of Finance. Indications are there that the officers concerned are not at all enthusiastic on this matter and majority of them may not opt for absorption in BSNL.  However, It is premature to comment on the possible outcome of the fresh efforts being initiated to give another opportunity to the remaining Group A Officers for submitting their option. We have earlier reported that the Petitions from some ITS Group A Officers in regard to absorption pending since long in Delhi High court are to come up for hearing on 30.09.2008.

  • 19.08.2008:Central Trade Unions have called for a Nation-wide strike on 20.08.2008 in protest against the price rise & economic and labour policies of Central Government. In BSNL, some non-executives' unions have decided to participate in the Strike.  We extend moral support to the Strike and express our solidarity with the striking employees.

  • 14.08.2008:The Union Cabinet today gave its approval for implementation of the recommendations of the Sixth Central Pay Commission.  The revised pay scales will come into effect from 1/1/2006 and revised rates of allowances from 1/9/2008.  The Cabinet has also decided that arrears will be paid in cash in two installments – first installment of 40% during the current year (2008-09) and the remaining 60% in the next financial year (2009-10).   • 04.08.2008:Court case on Absorption of ITS Group A officers: The case came up for hearing in Delhi High Court on 31.07.2008. Counsel appearing on behalf of DoT informed the Court that some proposals relating to absorption of ITS Group A officers have been approved by the Cabinet and that DoT needed more time for  taking further action on the matter. The date of next hearing has been fixed for 30th September 2008. In regard to absorption of ITS Group A officers in MTNL, the case, in which MTNL Executives' Welfare Association is a petitioner, will be heard on 4th December 2008.

  • 14.07.2008: We learn with distress that there has been an attempt to forcibly enter and occupy TESA Bhawan at Noida on 12.07.2008 by some people who had been at Delhi to attend a Circle Secretaries' meeting of another Association.  Never before, such an atrocious event has been heard of, in the history of trade unions in Telecom and it is really shocking to know that those who lead Executives' association have stooped so much low.   • 06.05.2008:Rural Electrification Corporation Ltd has joined the elite club of Navratna public sector undertakings that enjoy financial and administrative autonomy. The coveted status will provide independence to take decisions for investment of up to Rs 1,000 crore or equivalent to 15 per cent of its net worth. “REC is working throughout the country with a big network. It is a pioneer in the area of rural electrification,” DPE secretary Mr R Bandopadhyay said. REC, a listed PSU, is the 16th state-run entity to have received Navratna status. It is a million dollar question as to when BSNL will attain this status.

  • 13.03.2008: The latest Comptroller and Auditor General Report on BSNL says that an amount of 3665.51 crores was outstanding against various categories of telephone subscribers at the end of June 2007. The outstanding amount is increasing year by year and almost approaching the revenue surplus in a year. We had pointed out in our Circular-1 that 'the BSNL management  has no answer as to why no serious effort is being made to recover several thousand crores of unpaid bills which goes on increasing from year to year.'   • 01.03.2008: Union Budget 2008-09 has provided some relief in income tax: The slabs for personal income tax have been  revised,  giving  relief to every assessee .  The exemption  limit has been raised to Rs. 1.50  lakhs  from Rs.1.10 lakhs ensuring  a minimum relief of  Rs.4000 for every assessee.  The new slabs and rates will be as under :

          Upto Rs. 150,000                                                Nil

          Rs.150,001 to Rs.300,000                                  10 per cent

          Rs. 300,001 to Rs. 500,000                                20 per cent

          Rs.500.001 and above                                       30 per cent

           In the case of a woman assessee, the exemption will be upto  
    Rs.180,000 from Rs. 145,000 whereas  Senior Citizen  will now have the exemption limit of   Rs. 225,000 from  Rs.195,000.   An additional deduction of Rs.15,000 under Section 80D  has been allowed to an individual who pays medical insurance premium for his/her parent(s).  Senior Citizens Saving Scheme 2004 and the Post Office Term Deposit Account have been added to the basket of saving  instruments under Section 80(C) of the Income Tax Act.
